
The NSPCA (The National Society for the Prevention of Cruelty to Animals) have launched its One National Voice for Animals Strategic Focus 2026-30.
In this seven‑page document, the NSPCA sets out its ambitious plan to enhance animal welfare across Ireland.
The NSPCA is calling for urgent reform of existing animal welfare legislation in Ireland. The organisation says while progress has been made, gaps in current protections means animals remain at risk, and enforcement is inconsistent. It believes that strengthen legislation, improving oversight and ensuring proper resourcing are essential to delivering meaningful and lasting changes.
Nationwide Poll Findings
The NSPCA also released the findings of nationwide poll they commissioned from Bounce Insights, to gauge Irish people’s views on animal welfare issues The findings revealed:

Irish people consider animal welfare a social issue that needs addressing via the national legislation to reform animal welfare and to outlaw activities that are not humane.
Four Animal Welfare Issues
The NSPCA has prioritised a number of animal welfare issues that the organisation will campaign on to achieve legislative change.
Reform of dog breeding
Legislation to address largescale commercial breeding, strengthen welfare standards and improve inspection and enforcement mechanisms.
Horse Welfare
A legal ban on sulky horses on all public roads and horse-drawn carriages in cities, promoting higher standards of care while safeguarding both animal welfare and public safety.
Fox Welfare
The legal ban of the hunting and killing of foxes with dogs for sport
Greyhound Welfare
The legal ban of greyhound racing.
The NSPCA wants an Ireland where animals are free from cruelty, protected from harm and where compassion for animals is part of who we are, and where their welfare is recognised as a national priority.

NSPCA Future
In 2025, the NSPCA came into existence when the Dublin SPCA and the National ISPCA agreed to merge into one national animal welfare organisation to be known as the National SPCA.
The aim of this merger between two of Ireland’s largest animal‑welfare organisations was to combine their resources, expertise, structures, facilities and geographical reach, enabling a more focused approach to ending animal abuse nationwide.
